How Long Does It Take to Launch a Cosmetic Product in India? The Realistic 2026 Timeline
Share
Last updated: June 2026
"Launch your beauty brand in two weeks!" You've seen the ads. And it's technically possible — if you slap your label on an off-the-shelf white-label product and call it a day.
But if you're developing a real product — your texture, your claims, your packaging — the honest answer is different: six to eighteen months from idea to saleable stock. That's not a discouraging number; it's a planning number. The brands that struggle are the ones who didn't know the regulatory and testing gates were coming and got blindsided three months in.
Here's the full journey, stage by stage, with realistic durations for India in 2026.

Choose Your Manufacturing Route
India needs a CDSCO / State Licensing Authority licence to manufacture cosmetics. Which route you pick decides how much licensing you do yourself — and how many months it adds.
Own factory
You build & run the unit. Needs pharma-qualified staff and Seventh-Schedule premises.
FORM COS-5 → COS-8Loan licence
Manufacture at someone else's licensed site, but the licence is held in your name.
FORM COS-6 → COS-9Third-party / contract
A licensed maker produces under your brand. You're the "marketer." They hold the licence.

Packaging Compatibility Testing
Confirms the formula stays compatible with the chosen pack — glass or plastic — and does not:
- Leak
- Discolour
- Corrode or react with the pack
- Lose performance over time

- Production scheduling & lead times
- D2C site, marketplace & B2B listings
Guidance only, not legal advice. Cosmetics in India are governed by the Drugs & Cosmetics Act 1940, the Cosmetics Rules 2020 (CDSCO & State Licensing Authorities), BIS / IS standards, and the Legal Metrology Act. Rules change — verify current requirements with CDSCO, your State Licensing Authority and a regulatory consultant before acting.
Premium Cosmetic Packaging
Phase 1 — Lay the foundation (≈3–6 weeks)
1. Business & Brand Setup — 2–4 weeks. Get the legal shell and the name locked before you spend on product: company or LLP registration, GST, Udyam (MSME), and — critically — your trademark filing for the brand and logo. Decide here whether you'll be the marketer or the manufacturer; it changes everything downstream.
2. Product Brief & Concept — 1–2 weeks. Define what you're making and for whom. Product type, target customer, positioning and claims, price point and margin target, sensory profile — and, importantly, your packaging requirements and pack size. Packaging is a decision you make early, not at the end (more on why below).
Phase 2 — Make or partner (≈2–6 weeks, but it sets your whole timeline)
3. Choose Your Manufacturing Route — 2–6 weeks. This single choice decides how many months you add. India requires a CDSCO / State Licensing Authority licence to manufacture cosmetics, and your route determines who holds it:
- Own factory — you build and run a Seventh-Schedule unit with qualified staff (Form COS-5 → COS-8).
- Loan licence — manufacture at someone else's licensed site, licence in your name (Form COS-6 → COS-9).
- Third-party / contract — a licensed maker produces under your brand; they hold the licence (COS-8), you're the marketer.
For most new brands, third-party is the route that compresses the calendar — we explain why in our 3P-vs-own guide, and the licence mechanics in the manufacturing-licence post.
Phase 3 — Develop & test the product (this is where the months hide)
4. Ingredient Sourcing — 2–4 weeks. Find ingredients that hit performance and budget and are legal in India — permitted preservatives and colourants under IS 4707, with no banned or restricted substances.
5. Formulation Development — 2–8 weeks. Build and refine prototypes with your chemist or contract manufacturer: texture, performance, fragrance, trial-batch stability. ⚠️ Using a genuinely novel ingredient? That makes it a "New Cosmetic," which needs prior permission from CDSCO (Form COS-12 → COS-3) — budget extra time.
6. Stability Testing — up to 12 weeks. How the product holds up over time and across storage conditions. The key planning trick: start this early and let it run in the background while you do other stages.
7. Preservation Efficacy (Challenge) Testing — 4–6 weeks. Confirms your preservative system protects the product against microbial contamination across its shelf life.
8. Packaging Compatibility Testing — up to 12 weeks. Often forgotten, genuinely important: confirms your formula stays compatible with the actual pack — that it doesn't leak, discolour, corrode, react, or lose performance over time. You can't run this until you've chosen your packaging — another reason to pick it early.
The overlap secret: stages 6, 7 and 8 run in parallel, in the background. Founders who sequence them one-after-another add months they didn't need to. Start your testing clocks early.
Phase 4 — Clear the compliance gates (≈1–3 months)
9. Lab Testing & BIS / IS Conformance — 2–4 weeks. The finished product must meet the Indian Standard for its category (per the Ninth Schedule) and pass safety limits — microbiological testing, heavy-metal limits, and conformance to the relevant IS spec (for example, IS 6608 for skin creams, IS 7123 for hair oils, IS 7669 for shampoos), with test methods per IS 4011. On the horizon: mandatory BIS certification (QCO) for some categories — build to it now to avoid re-testing later. Full detail in our BIS-standards & labelling post.
10. Safety, Labelling & Regulatory File — 2–4 weeks. Assemble the paperwork that makes the product legal to sell: safety assessment and product file, labelling per the Cosmetics Rules, and Legal Metrology declarations — net quantity, MRP, manufacturing date, name and address, consumer-care contact.
11. Claims Substantiation — 4–12 weeks (only if you make specific claims). Want to say "72-hour hydration" or "dermatologically tested"? You must hold the data — hydration studies, consumer-perception studies, dermatological or instrumental testing. Note: animal testing is banned in India (Rule 39(7)), so substantiation uses in-vitro and human-volunteer methods.
Phase 5 — Scale up & launch (≈1–3 months, sometimes longer)
12. Scale-Up, Manufacturing & Launch — 4–12 weeks. Move from sample to saleable stock: source ingredients and packaging components in production quantities, run scale-up trials and batch coding, then manufacture, fill, and pack — while you set up your D2C site, marketplace, and B2B listings. Packaging lead times are a classic bottleneck here — if your bottles are on a 30–60 day production wait, your launch waits with them.
The three levers that save you months
1. Go third-party. Skipping the own-factory build and its licensing is the single biggest time-saver for a new brand.
2. Run testing in parallel. Stability, challenge, and compatibility testing overlap — start them early instead of in sequence.
3. Decide — and de-risk — packaging early. Packaging shows up three times on this timeline: as an early concept decision (stage 2), a compatibility gate (stage 8), and a scale-up lead-time risk (stage 12). Sort it early and it stops being a bottleneck.
Where RENTRASPA removes time from the clock
That third lever is exactly where RENTRASPA helps. We're a wholesaler-importer of premium cosmetic glass packaging — bottles, jars, vials, droppers, pumps, and closures — held as ready stock in India and shipped from Chennai. Across your timeline, that means:
- Order samples from one piece (stage 2 & 8) — get real bottles in hand early to lock your pack decision and run packaging-compatibility testing on the actual glass, not a guess.
- In-stock dispatch within 3 working days (stage 12) — so packaging never becomes the thing that holds up your launch, the way a 30–60 day packaging production wait can.
- Pre-order in ~30 days and customise from 1,000 with printing, painting, or hot-stamping when you're ready to scale.
You can't rush stability testing or skip a compliance gate — but you can take packaging off your critical path. Plan the regulatory gates early, run your testing in parallel, and let RENTRASPA keep the glass ready when you are.
